    The Committee on Energy, Industry and Mining moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Senate Bill No. 636--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §11-13A-22, relating to exemptions from the tax on the privilege of severing natural gas and oil; removing the severance tax exemption for horizontal wells for natural gas or oil; providing for continuation of the exemption for other types of wells; and specifying a controlling effective date.
